NYK Taps PaxOcean to Build Taiwan-Flagged SOV as Part of Push Deeper into Asia-Pacific Offshore Wind

NYK Line has contracted Singapore-based PaxOcean Group, a member of the Kuok Maritime Group, to construct a service operation vessel that will anchor the Japanese shipping company's expanding offshore wind presence across Asia-Pacific. Scheduled for delivery around 2029, the vessel will operate initially in Taiwan before serving the wider regional market through a three-way arrangement with IOVTEC Co., Ltd. and Hsin Chien Marine Co., Ltd.

A Three-Party Framework Built Around Complementary Strengths

The operational structure underpinning the vessel relies on distinct contributions from each of the three partners involved. IOVTEC, a Taiwan-based offshore wind company in which NYK acquired an equity stake in March 2025, brings deep local market knowledge and service capabilities spanning marine surveys, temporary power supply, and operation and maintenance work covering topside and subsea components including cables and offshore substations.

That stake was acquired through IOVTEC's group companies, which together provide a broad sweep of services across offshore wind projects. Hsin Chien Marine, a shipowner and ship management company with a long-established relationship with the NYK Group, contributes expertise in vessel ownership and operation built through years of involvement in the bulk carrier sector.

NYK has stated that the three companies intend to pool their respective expertise, networks, and resources to ensure safe and reliable operation of the vessel while supporting the continued growth of the offshore wind industry across the region.

Technical Design Centered on Offshore Reliability

The vessel will measure approximately 89.6 meters in length and 19.2 meters in beam, with a design draft of around 5.0 meters. Flying a Taiwan flag, it is configured to accommodate up to 120 persons on board, offering comfortable living quarters alongside versatile deck space designed to meet the logistics demands associated with offshore wind farm construction.

A defining element of the vessel's design is the TWIN X-STERN hull concept developed by Ulstein Design and Solutions, which employs symmetrical bow and stern shapes to improve maneuverability and station-keeping while reducing vessel motions, noise, and energy consumption.

The ship will also be equipped with a dynamic positioning system capable of automatically calculating external forces such as wind and ocean currents, then using thrusters and other propulsion devices to hold position without anchoring. Safe transfer operations between the vessel and offshore wind turbines will be supported by both a motion-compensated gangway and a motion-compensated crane.

Both systems are designed to automatically offset movements and positional deviations resulting from vessel motion, enabling crew and cargo transfers to proceed under sea conditions that would otherwise present serious safety challenges.

European Track Record as the Foundation for Regional Expansion

NYK's decision to extend its SOV platform into Asia-Pacific is grounded in experience the company has built running a comparable business in European waters. Through its group company Northern Offshore Group AB, NYK currently operates an SOV business that supports the stable operation and maintenance of offshore wind facilities in Europe.

The newbuild project is explicitly designed to carry the knowledge and operational frameworks developed through that European operation into the Asia-Pacific market. The company pointed to anticipated continued growth in the Asia-Pacific offshore wind sector as the strategic rationale for the move.

Taiwan, where the vessel is expected to begin operations following its 2029 delivery, is among the regional markets that have been actively developing offshore wind capacity, and IOVTEC's established footprint there positions the partnership to serve both construction-phase and long-term operation and maintenance requirements.

A Sequence of Steps Building Toward an Offshore Wind Platform

NYK has described the SOV order as the latest in a series of deliberate moves aimed at constructing a comprehensive offshore wind services platform rather than participating in any single segment of the value chain. The company points to its earlier investment in Northern Offshore Group AB to deepen offshore wind collaboration in Europe, the delivery of its first SOV through a group company, and the March 2025 equity investment in IOVTEC as sequential steps in that broader strategy.

Framing the initiative in terms of corporate identity, NYK characterized the newbuild as representing a further advance in shifting its business domain from what it describes as "Ocean for shipping" to "Ocean as a workplace," through contributions that span the offshore wind value chain. The company said it intends to pursue business opportunities that address societal needs and to generate new value through collaboration with stakeholders both inside and outside the organization, as it continues to evolve beyond its role as a comprehensive logistics enterprise.
