ACCIONA Infrastructure Australia and New Zealand, led by CEO Peter Regan, has been named development partner for the transmission project that will connect the first 2 GW of offshore wind generation in Gippsland to Victoria's electricity grid.

VicGrid selected the company, with the announcement made on 15 October 2026 through ACCIONA's Australian updates channel under its Energy category.

Development partner role spans financing through operations

Under the appointment, ACCIONA will be responsible for further developing the financing solution, the design, and the construction, operation, and maintenance scope of the Gippsland offshore wind 2 GW transmission project.

The role therefore covers the full lifecycle of the transmission asset, from early financing and design work through to how the project will be built and subsequently operated and maintained.

The announcement did not specify a timeline for construction or energisation, nor did it disclose the commercial terms of the development partnership. It also did not identify the specific route, connection points, or technology to be used for the transmission works.

Company leadership points to an integrated business model

Peter Regan said ACCIONA was honoured to be selected for the project. "ACCIONA is proud to bring the strength of our integrated business model, together with our extensive experience in delivering complex energy and infrastructure projects, to support Victoria's transition to a cleaner and more resilient energy future," he said.

The appointment places ACCIONA Infrastructure Australia and New Zealand at the centre of one of Victoria's most significant transmission undertakings. Regan referenced the company's track record in complex energy and infrastructure delivery, positioning the Gippsland role within that broader experience.

"Collaboration is at the heart of everything we do, and we look forward to continuing to work closely with our partners and stakeholders to create lasting value for Gippsland and deliver positive outcomes for all Victorians," Regan added.

Broad stakeholder group named for project refinement

The announcement identifies the breadth of parties ACCIONA says it will engage with as the project advances.

Alongside VicGrid and government stakeholders, the company named Traditional Owners, landholders, local communities, and industry partners as groups it will work with to help shape and refine the project as it moves towards delivery.

The company framed this engagement as central to its way of operating, with Regan's statement pointing to the goal of creating lasting value for Gippsland and delivering positive outcomes for all Victorians. The company said it is proud to be working alongside these stakeholders as the project progresses.

Purpose of the transmission link

The project's core purpose, as set out in the announcement, is to deliver the transmission infrastructure needed to link the first 2 GW of offshore wind generation in the Gippsland region to Victoria's electricity grid.

By doing so, the project is intended to support the state's long-term energy security and its renewable energy ambitions. The company described the project as critical infrastructure supporting Victoria's long-term energy security and renewable energy ambitions.

According to ACCIONA, the appointment marks a significant milestone in the development of one of Victoria's most important energy transmission projects.

Next steps under the appointment

With ACCIONA now appointed as development partner, the immediate work under the role involves further developing the financing solution, the design, and the construction, operation, and maintenance scope for the 2 GW transmission project.

The announcement indicated the project will continue to be shaped and refined with VicGrid, government stakeholders, Traditional Owners, landholders, local communities, and industry partners as it progresses towards delivery.

No further details on procurement stages, delivery dates, or capital costs were provided in the announcement.
