Revolution Wind, a 704 MW offshore wind farm located roughly 15 miles south of the Rhode Island coast, is now generating at full capacity, according to Danish developer Ørsted.

Full-capacity output reached after court fights over stop-work orders

The facility, built with 65 turbines and jointly owned by Ørsted and Germany-based Skyborn Renewables, has become one of the US offshore wind projects that the Trump administration sought to halt but could not stop after court intervention.

Power deliveries to New England's electric grid began on March 13, 2026, and the wind farm later achieved commercial operations in October once the remaining turbines were installed. The project is expected to supply enough electricity to power more than 350,000 homes and businesses.

Legal challenges reversed federal halt

Last year, the Trump administration ordered a stop to work on Revolution Wind, citing national security risks linked to possible radar interference. Courts, however, ultimately permitted construction to continue, and the project pressed ahead to completion.

Revolution Wind was not alone in facing federal obstruction.

In 2025, the administration suspended several offshore wind projects as part of a broader pro-fossil fuel policy, but its stop-work orders were blocked by courts across the board.

The government then shifted tactics, offering developers financial compensation in exchange for abandoning offshore wind ventures and redirecting their investments toward fossil fuels. Some companies accepted those offers, though Revolution Wind's owners did not, and the farm has now reached full operation.

20-year fixed-price contracts underpin revenue

Electricity from the wind farm is being sold under fixed-price, 20-year offtake agreements with three utilities in Connecticut and Rhode Island. Ørsted says the contracts provide price certainty and stability for consumers in those states.

The ownership structure is held through Revolution Wind LLC, a 50-50 joint venture between Ørsted and Skyborn Renewables, which is part of Global Infrastructure Partners.

The two European developers, based in Denmark and Germany, respectively, carried the project through a period in which the US federal government actively worked to stifle renewable growth and promote fossil fuels.
